    DAYTON - Dayton resident Tyler Glasby changed his plea on charges of theft and forgery in Walla Walla County to guilty Jan. 24 and is out of jail. Glasby was accused of passing counterfeit $20s at Walla Walla businesses in November and was arrested by police after a 21-hour standoff in a Walla Walla trailer home park. Police have identified Glasby as a known gang member. Glasby entered not guilty pleas to three counts of forgery and one count of thirddegree theft in Walla Walla in early December.     WAITSBURG - A utility rate study that evaluated the cost of operating Waitsburg's sewer and water systems showed the city needs to increase its rates, but the city council said no to a proposal that would have raised rates by $14 a month over two years.     The overall wheat market is in a follower mode right now. Corn was the primary driver of last Thursday's 37-cent collapse in Chicago. The USDA statisticians found 166 million bushels more corn than the average grain analyst had expected.     DAYTON - A Dayton man faces more than seven years in prison if convicted of charges relating to theft of a motor vehicle, trespass and resisting arrest last spring. The charges are from Columbia County and the defendant, Edward W. Terry, 26, is being held in Columbia County Jail. Terry's trial for the charges, set for Feb. 23, will be his third trial since June.
