    COLUMBIA COUNTY – Columbia County Commissioners have decided not to place a proposition on the November ballot imposing a sales and use tax for costs associated with law and justice. While Municipal Court Judge Scott Marinella, Sheriff Rocky Miller, and Civil Deputy Tim Quigg see the needs associated with it, they have said the timing is not right, according to Commissioner Merle Jackson.     DAYTON—Representatives of the Umatilla Confederated Tribes came before the BOCC at last week’s regular meeting to present and discuss a proposed Memorandum of Agreement for the Rainwater Wildlife Area, which, if enacted, would establish a formal working relationship between the tribes and the county.     DAYTON – The federal Health Care Authority has made 1.2 billion dollars available to promote Medicaid transformation projects over the next five years.
