    DAYTON—Columbia County Planning Director Meagan Bailey told County Commissioners last week that the county’s Voluntary Stewardship Plan has been approved by a state technical panel on the Washington State Conservation Commission.     WAITSBURG—After an investigation by the Walla Walla City Fire Dept., officials have ruled that the fire that destroyed the former Hugs Gifts & Collectibles building at 109 Main St. in Waitsburg is undetermined.
