    WAITSBURG - Former Times Publisher Tom Baker, passed away at Booker Rest Home Monday afternoon. He was 86. Baker co-owned The Times with his wife, Anita, from 1964 to 1991 and served as the paper’s editor and publisher during those years. Civic-minded Baker also served as the town’s mayor and actively participated in Commercial Club, Lions Club, and the Presbyterian Church, among others.     WAITSBURG – Final counts are in, and voters approved a $3.8 million bond to improve and upgrade Waitsburg school facilities with a 62.99% approval vote. The funds will be used to upgrade the HVAC system in all three schools, including adding air conditioning to the elementary school, renovating the school kitchen, and constructing a field house at the athletic field.     WAITSBURG – The Waitsburg Leos and Lions Clubs joined together to collect 868 pounds of food for the Waitsburg Resource Center last week.
