DAYTON – Mayor Michael Smith opened the Dayton City Council meeting to order at 6 p.m. on October 13, 2026. Council members Shannon McMillen, James Su’euga, Glenn Hagfeldt, Kyle Anderson, Jeff Keating, Joann Patras, and Dave Harvey were present at City Hall.
Shakira Collins, a domestic violence advocate for the YWCA, made a statement concerning domestic violence. October is National Domestic Violence Awareness Month, which honors survivors and victims and raises awareness about relationship abuse.
Collins said that in a small community like Dayton, it is easy to presume that domestic violence and sexual assault happen elsewhere. She said SA does not recognize geographical boundaries, income levels, educational background, or family structures. It can affect anyone.
Collins said the YWCA helps families find safety, support, and resources. The Council voted unanimously for the proclamation declaring October as Domestic Violence Awareness Month in the city.
The Council opened a public meeting to discuss Ordinance 2025, addressing the direct petition submitted by Steve and Dawn Radebaugh to annex real property from Columbia County into Dayton’s city limits. The annexation covers approximately 2.7 acres, adjoining a 6.06-acre city parcel owned by the Radebaughs. The Council approved the petition after returning to the regular meeting.
Next, council members approved Resolution 1598, approving the Municipal Services Agreement between the city and the Dayton Chamber of Commerce on lodging tax-funded activities.
Resolution 1599 was approved, authorizing November 12 as the Dayton City Council’s discretionary holiday.
Mayor Smith said Basin Disposal will increase rates by 2.34 percent, which accounts for 80 percent of the city utility Consumer Price Index for 2027.
Smith said the Dayton Planning Commission needs two new members. Commission meetings are held at 2 p.m. on the last Tuesday of every month.
City Hall is preparing next year’s budget for the council to review in depth during November and December meetings.
The next city council meeting is scheduled for November 3, 2026, at 6 p.m., and the monthly workshop meeting is scheduled for November 17, 2026.
