The name of the City is the City of Prescott, Washington.

The Ordinance summarized is Ordinance No. 2018-06, adopted by the Council of the City of Prescott on October 8, 2018.

The Ordinance amends Ordinance No. 359 and repeals Ordinance No. 393 relating to the fees for installation of mobile homes and manufactured homes within the City.

The Ordinance is summarized as follows:

The Ordinance is divided into four (4) sections.

Section 1 amends Ordinance 359 by stating that the fee for installing a mobile or manufactured home in the City, the fee for a compliance inspection for an expired manufactured home permit, and the fee for a temporary installation permit shall be as provided in the Walla Walla County Code, Tables 9-A and 9-B. A fee equal to 30% of the normal installation fee shall be added to the cost of the permit if the manufactured home or commercial coach is installed before obtaining a permit. Ordinance 359, Section 8 was amended to state that any manufactured/mobile home shall not be installed unless a prior determination of load-bearing ability met the minimum requirements of applicable state and local law.

Section 2 states that all other provisions of Ordinance No. 359 that were not amended by this Ordinance remain unchanged.

Section 3 repeals Ordinance 393.

Section 4 states that the Ordinance shall take effect five days after its passage, approval, and publication.

Section 1 amends Ordinance 383 by adopting the State Energy Code as set out in RCW 19.27, 19.27 and WAC Chapters 51-11C through 51-56 into the City Building Code. The Ordinance further amends Ordinance 383 by making it unlawful to commence work on a building structure, site grading, plumbing, mechanical system, gas line or other activity within the City without first obtaining a permit as required by the City Building Codes or Title 15 of the County Code. Anyone who commences work without obtaining the applicable permit shall be assessed a fee equal to 30% of the permit fee as provided in Tables 9-A through 9-G of Title 15 of the County Code. Finally, the Ordinance amends Ordinance 383 by stating that building permit fees shall in accordance with Tables 9-A through 9-G of Title 15 of the County Code.

Section 2 states that all other provisions of Ordinance 383 that were not expressly amended by this Ordinance remain unchanged.

Section 3 repeals Ordinances 410 and 432.

Section 4 states that the Ordinance shall take effect five days after its passage, approval, and publication.

Notice is hereby given on this date, 10/1/2018, that the application/proposal described in this notice has been filed with the Walla Walla County Community Development Department (CDD). The application/proposal may be reviewed at the CDD office at 310 W Poplar St., Suite 200, Walla Walla, WA 99362. All interested persons and parties may comment on the application, appeal rights are outlined in Walla Walla County Code Chapter 14.11

The Department is using the optional threshold determination process under the State Environmental Policy Act (SEPA) authorized by WAC 197-11-355. The application comment period may be the only opportunity to comment on the environmental impacts of the proposal. A copy of the SEPA determination on the proposal may be obtained upon request. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an environmental impact statement is prepared. The SEPA Responsible Official has preliminarily determined that the proposal is:

Location and description of proposed action: The applicant has submitted a 2-lot short subdivision application for a 5.60-acre site. The site is approximately 200-300 feet south of the confluence of Yellowhawk Creek and Caldwell Creek and approximately 350 feet west of South 3rd Avenue in the Suburban Residential (R-96) zoning district within the Walla Walla Urban Growth Area (APN 360605514202). The proposal is the southern of two adjacent applications for two-lot short plats. Comments must be received by the CDD before 5:00 PM on the following date: November 1, 2018.

A public hearing will not be held on the proposal.

The decision on this application will be made by the CDD Director.

The Director’s decision may be appealed by the applicant(s) or parties of record to the Walla Walla County Hearing Examiner pursuant to WWCC 14.11.010 and 14.11.030.

Location and description of proposed action: Gray Lynn Farms Planned Unit Development. Preliminary plat and planned unit development applications for a 6-parcel development of 25-acres with lot sizes ranging in size from about 1.4-acres to 13.4-acres. The five smaller lots, which average 2.4-acres in area, would be rural residential lots. The sixth parcel, which would be 13.4-acres would be a ‘private open space’ tract benefiting three of the five residential lots involved in the subdivision (Lots 10-12). Lots 13 and 14 would not have access to the open space tract as proposed, nor would the other three lots which were part of the S&K Mountain Short Plat.
