Monies for Winter-damaged Street Repair is 'In the Bank'

Construction is expected to begin in early 2018

DAYTON— The final estimate from FEMA for the cost of repairing city roads damaged by winter snow and ice has come in at roughly $1,034,700.00, said City Administrator Trina Cole, at last week’s city council meeting.

“FEMA provides 75% of the funding. The state authorized that portion of their capital improvement budget; they will provide 12.5%, and the city is obligated for 12.5%,” she said.

“The money is in the bank,” she added. “As soon as we finish design and put it out for bid, we can go to construction.”

Construction will take place early in 2018 because it is too late to begin this year, Cole said.

In his report to city council on the South First Street Construction Project, Public Works Director Jim Costello said all of the water main has been installed and asphalt patching on Oak and S. 2nd St. will be completed within the week.

The construction firm, Pow Contracting out of Pasco, will spend the next couple of weeks replacing sewer services and installing storm drain drywells on S. 1st St. and sidewalk and curb removal will be completed on S. 1st St. over the same time period, he said.

“Once all sewer and storm drain is installed, Pow will begin installing new curbs and sidewalks, during the first part of October,” said Costello.

Patching on S. 3rd St. has been accomplished, also, he said.

Regarding the West Main Street Sidewalk Project, Costello said all sidewalk and driveway approaches have been poured. However, some ADA ramps, and the first round of stamped concrete has had to be redone.

He said the contractor will have completed most, if not all, of the remaining project items during that week, including asphalt paving, stamped concrete, and landscaping. Installation of benches, garbage cans, and bike racks will follow.

The city is in the process of applying through the Transportation Improvement Board 2018 Pavement Preservation Program for Chip Seal areas from S. 4th St. and Main St. to city limits, from S. 3rd St. and Main St. to Tremont St., from S. 3rd St and School Bus Lane to Jackson St. and from S. 2nd St. and Creamery St (approximately) to School Bus Lane.

Overlay areas include S. 2nd St. and Park St. to Creamery St. (approximately), and S. 3rd St. and E. Tremont St. to School Bus Lane.

The city and the county are looking into partnering for chip seal work. The county will perform chip-sealing work and the city will be responsible for prepping chip-seal areas, such as crack-sealing and pavement repairs and striping of the streets following completion of any projects, Cole said in her report.
