Resolution/Plea Agreements

- Mary Anne Maier, 63, Dayton; charged with possession of Lorazepam, Possession of Clonazepam (dismissed), and theft in the third degree. She is accused of theft of prescription medications. A stay of proceedings was issued for 24 months. State will move for dismissal of charges upon successful completion of requirements which include no violations of law and compliance with chemical dependency and mental health evaluations.

--Christopher James Martin, 32, Kennewick; charged with one count of violation of controlled substances act – possession of methamphetamine and one count of violation of controlled substances act – possession of Quetiapine (Seroquel). He was arrested on July 1 with an outstanding Walla Walla warrant and pills were found when he was checked into Columbia County jail. Accepted a plea agreement dismissing the possession of Quetiapine in exchange for a guilty plea on count one. State will recommend six months confinement with day-for-day credit at an inpatient drug treatment facility and 12 months community custody.

Sentencing

-Joseph John Richter, 32, Dayton; Richter received a sentence of 36.75 months confinement followed by 36.75 months community custody and is required to pay $7675.75 in restitution, $330 in court fees and $750 in attorney fees. The sentence was combined for charges in three separate cases including a February 2016 fire that gutted an unoccupied home on E. Washington Ave. In addition to reckless burning in the first degree, Richter was charged with residential burglary, attempted theft of a motor vehicle, possession, manufacture, disposition of an incendiary device, and possession of methamphetamine.

- Julia L Richardson, 32, Lewiston; charged attempting to elude a pursing police vehicle. Sentenced to 60 days with credit for time served. Richardson has already been in custody for 89 days and received no further jail time. She must pay a $500 victim assessment fee, $100 DNA collection fee.

Trials Set

-Noe Jaimez, 21, Walla Walla; charged with possession of methamphetamine, operation of a vehicle with no ignition interlock device, and driving while suspended, third degree. Trial set for Dec. 8-9.

- Travis R. Garcia, 30, Dayton; charged with theft in the second degree – access devise. He is accused of charging an item for $50.30 to wish.com on his ex wife’s debit card in April. Garcia said the item was purchased for their child. Trial set for Dec. 8-9.

-David Wayne Goddard, 46, Dayton; charged with two counts unlawful imprisonment – domestic violence, three counts of threats to kill – dv, and one count of fourth degree assault – dv. Goddard is in custody. Trial is set for Jan. 26-27.

Bench Warrants Issued

-Donovan Scott Bray, 25, homeless; charged with possession of morphine and use of drug paraphernalia. Charges stem from an incident in July when deputies checked a reported “campsite” at the Columbia County Fairgrounds and allegedly discovered the in possession of morphine and hydrocodone. Defendant failed to appear for his 8/17 arraignment, pled not guilty to charges on 8/31, then failed to appear at his 10/19 pre-trial hearing. A bench warrant was issued.

- Richard D Streck III, 40, transient; charged with one count of identity theft in the second degree, and one count of obstructing a law enforcement officer. He was found by deputies hiding in the crawl space of a house and allegedly gave a false name when questioned in July, 2015. failed to appear for arraignment and a bench warrant was issued.
